www.namaii.com/readme/ is probably the best reference to "blog etiquette." As far as the linking thing goes, personally, I only like people who I enjoy reading. I'm sure I've ran across a blog I liked and put it up on my page, only to find no reciprocal link from that person. And I'm sure that person likes people out there who don't know they exist. (Think of "big bloggers," y'know, sites that get a ridiculous amount of traffic; there's no way to tell.)
But if you want to be reciprocal, I suggest www.technorati.com. If you put in your blog's URL, you can see pages that have you linked.
